Financial accounting and ANAF reporting

What turns correct bookkeeping into a company that can file
A Romanian company can keep its books correctly and still be unable to close a month or file a return. The closing entries, the statutory registers and the ANAF declarations are a layer of their own — 36 modules, written and maintained by us, on top of the Odoo product and the open-source localization.
This is licensed software, not open source, for one reason: legislation moves several times a year and every file has to keep passing ANAF's own validator. That requires someone on the hook for it, continuously.
It is available to companies we implement directly, or on projects where we keep control of the instance. The open-source layer underneath it is free for anyone.
Closing the month
The entries a Romanian close needs, the way the law wants them written.
Red storno, not a reversing entry of opposite sign
Currency revaluation on balances in foreign currency
Compensation between receivables and payables per partner
Counterpart accounts, calculated automatically
VAT rate changes handled across open documents
Partner balance confirmations generated and sent by email
Assets and financing
What sits on the balance sheet beyond stock and receivables.
Fixed assets and depreciation, on Romanian categories
Loans, with their schedules
Green stamp tax
Employee expense claims
Extra account types the Romanian chart needs
Excise and custody
For companies that move goods under excise or hold stock that is not theirs.
Excise categories and rates, per product
Tax warehouse: suspended and released for consumption
Excise on import, landed onto the cost of goods
Excise bands and stamps: what they cost, what they cover
Custody and call-off stock, tracked off the balance sheet
The registers an inspection asks for
Romanian statutory registers have legal form codes and a fixed layout. Odoo's report engine can produce them, but only if someone has written them to the format — which is what these modules do.
Statutory registers
Printed in their legal format, with the form code on the page.
Journal registry, form 14-1-1
Inventory register, form 14-1-2
Payment register, form 14-1-1/b
Account sheets, on Odoo's report engine
Aged partner balances
Journals and e-Factura
The VAT journals in the ANAF layout, and the invoice archive.
Sales journal, in the ANAF format
Purchase journal, in the ANAF format
e-Factura archive exported as a ZIP for the accountant
A dedicated journal for EDI documents
Every ANAF return, validated before it leaves
The declarations are generated from the data already in Odoo — no re-keying, no spreadsheet in between. Before a file is handed over, it is checked against DUKIntegrator, the validator ANAF itself publishes, so a rejection is caught here rather than at the portal.
VAT
The monthly and quarterly VAT obligations.
D300, the VAT return
D390, intra-community recapitulative statement
D394, the domestic transactions statement
Takings from fiscal receipts, into the D394 cash-register section
Profit tax and excise
What is due quarterly and annually, plus the excise return.
D100, the tax obligations return
D101, the annual profit tax return
D120, the excise duties return
Annual financial statements
SAF-T and statistics
The large files, and the ones that go outside ANAF.
D406 SAF-T, monthly, annual and on demand
Intrastat, for intra-community goods movements
Every file validated against DUKIntegrator
Errors shown in Odoo, before the file reaches the portal

Romania localization by NextERP
This localization is delivered exclusively to companies we implement directly, or to projects where we keep control of the instance. That is not a sales tactic: a declaration that fails at the portal is our problem, and we can only answer for it where we can see how the system is configured.
In exchange you get a localization that is developed, tested and kept current by the same team, with legislative updates that arrive before the deadline rather than after it, and support from people who know both Odoo and what ANAF expects.
We will show you, on your own company's data, what a month-end close and a filing look like. Request a free consultation.
