What Odoo brings, and what the Romanian community adds
Odoo ships its own Romanian localization: the chart of accounts, e-Factura through the SPV and e-Transport come with the Community edition, while the accounting reports, SAF-T D406, the D300 VAT return, Intrastat and payroll are in Enterprise. Thirteen modules in total, written by Odoo.
What goes into that official localization is discussed with the Romanian Odoo Community Association, not with each partner separately. ACO gathers what the local market needs and carries it to Odoo as one voice. We are a founding member.
Everything else — the way a Romanian accountant actually works, and everything ANAF asks for — is written by the community and by us. That is 83 modules, in two blocks: one open source, one licensed. Where the official modules fall short, we also publish open-source extensions that fix them.

Why it matters who maintains it
Every yearly Odoo release means all of these modules have to be migrated, tested and put back to work. A company that only uses the localization waits for someone else to do that. We write it: on Odoo 20 we already have 28 migration pull requests open, before the version is even out.
The same goes for a bug. If it sits in the open-source layer, we fix it in the code and the fix reaches everyone. If it sits in the licensed layer, it is ours to answer for. Either way it gets repaired at the source, not worked around in your database.
